[tag] relative_tolerance

Relative tolerance \(\delta\) for comparison \({|a - b| \over {\textrm min}(|a|, |b|)} < \delta\). If the absolute difference \(|a - b|\) is zero, zero is returned. If \(a\) or \(b\) are zero, \(+\infty\) is returned.
